That night, Godolphin reported to the captain-general that the reading of his letter had only increased the queen’s uneasiness with the duchess: Godolphin suggested that henceforward Marlborough should write letters to be seen by the queen, and ‘letters apart’ meant only for the treasurer’s eyes.74 Within two weeks, Godolphin had formally notified Harley that his fellow ministers considered him to be disturbing the public business, and he consulted Cowper rather than Harley in preparing the Queen’s Speech for the forthcoming session of Parliament.75

On 25 August, after hearing Marlborough’s letter read by Godolphin, the queen wrote a long letter to the captain-general, defending ‘my own choice’ of Dawes and Blackall as bishops (’all ye Clamour that is raised against them proceeds only from ye Malice of the Whigs’) and denying that she was secretly working with Harley to the exclusion of the Duumvirs. She expressed astonishment that Sarah could inform Marlborough that she had ‘an intire Confidence’ in Harley, ‘when she has soe often bin assured by me, that the Queen relyed entirely on none but Mr. Freeman & Mr. Montgomery’.76

The Duke of Marlborough replied to the queen on 4 September with a vigorous defence of Godolphin and offered to come to England for a short visit if his journey could put things right; at the conclusion of his letter, Marlborough added a justification of his wife:

It is impossible for me to finish this letter without assuring You of what I have been witness off for many Yeares, I mean the Zeal and Constant Love with which Sarah has serv’d the queen and I know their greatest Concern at this time, is the apprehensions of your being made uneasy – and I must do their Judgement that right, that they have forseen many things that I thought cou’d never have hapn’d.77
